Stock images are used for many kinds of web graphics. Banners, logos, backgrounds, etc., all use these stock images. A stock image is an image which is pulled from a stock library to use as the need arises. They are not createded specifically for each use. You could think of them as generic images. There are two broad categories, stock photography and everything else. There are three basic sources for stock graphics, images you create yourself, images you buy on CD or pay to download, and images which are permitted to be downloaded for use from the web. The most convenient are the stock graphics available on CD. Here are a few sources.

Anything - dot - gov, are places which have photographs, illustrations, and other graphics which are in the public domain. The graphics are related to the type of site. cia.gov has excellent maps. NASA.gov has space photography and illustrations. USFWS.gov has many images of fish and wildlife. whitehouse.gov has images of the whitehouse and related images. The National Archives at nara.gov has tons of stuff.
